U.S.–Iran Fighting Returns to Open Escalation
The most consequential development this week was the renewed exchange of direct attacks between the United States and Iran.
On 1 and 2 September, the United States struck air defences, radar systems, maritime assets, mine-laying capabilities and communications sites on Iran’s southern coast. Iran responded against U.S. positions in Bahrain, Jordan, Kuwait and Iraq. This was the largest exchange between the two countries since July. Initial U.S. assessments reported no American casualties.
The conflict then moved more directly into the maritime domain. On 5 September, the Islamic Revolutionary Guard Corps launched ballistic missiles at two U.S. Navy ships. The United States said neither ship suffered casualties and responded by striking three Iranian oil carriers, including one near the principal Iranian oil-export hub at Kharg Island. Iran said it attacked three tankers in the Strait of Hormuz and three other U.S.-linked vessels.
Tehran also announced that it intended to establish a new restricted zone in Gulf waters alongside the U.S. blockade area. An exclusion regime enforced by competing armed forces creates more opportunities for an identification error, an exchange of fire or heavy casualties aboard a military or commercial vessel.
The immediate danger is an escalating retaliation cycle that widens the war, places more U.S. and allied facilities within Iran’s target set, and reduces the political space for either side to pause.
A Financial Times investigation also found evidence that Russian engineers have been assisting a continuing Iranian programme to develop supersonic cruise-missile technology. If the reported work produces an operational system, it could eventually make U.S. naval operations and enforcement of the blockade more costly. The report does not indicate a transfer of nuclear technology, and it describes a prospective capability rather than a weapon newly deployed this week.
A nuclear-site threat amid lost visibility
The conventional fighting is more dangerous because the status of Iran’s nuclear material remains unresolved.
The International Atomic Energy Agency said on 7 September that it had received neither information about Iran’s declared nuclear material and facilities nor access needed for field verification during the latest reporting period. The agency has now lacked continuity of knowledge for more than a year over material enriched to as much as 60 per cent uranium-235 and described the resulting uncertainty as a serious proliferation concern.
Before the June 2025 attacks, the IAEA estimated that Iran held 440.9 kilograms of uranium enriched to 60 per cent. By the agency’s standard conversion yardstick, that amount—if it remains recoverable and were enriched further—could yield enough weapons-grade uranium for about ten devices.
The United States, Britain, France and Germany are preparing an IAEA Board of Governors resolution that would refer the Iran safeguards dispute to the United Nations Security Council for the first time in two decades. The measure is likely to pass the board if formally submitted, although substantive Security Council action would be difficult because Russia and China hold vetoes.
The United States separately said on 4 September that the U.S. might soon attack Pickaxe Mountain, a deeply buried tunnel complex near the damaged Natanz enrichment site. The site’s precise contents and functions have not been established publicly. A strike conducted while inspectors cannot account for nearby nuclear material could destroy evidence, bury or disperse material and intensify Iranian incentives to conceal what remains.
Military pressure can produce concessions, but it can also strengthen the argument inside Iran that only a nuclear deterrent can prevent further attack. There is no public evidence that Tehran has taken such a decision. The critical indicators would be a move to weapons-grade enrichment, detectable weaponisation activity, withdrawal from the Nuclear Non-Proliferation Treaty, expulsion of inspectors, or credible evidence that safeguarded material has been transferred to an undeclared site. None has been confirmed during this reporting period.
Despite the fighting, radiation levels reported to the IAEA across the Gulf remained at normal background levels as of the alert time.
Russia Debates Nuclear Use — Without Preparing for It
Debate over the possible employment of non-strategic, or “tactical”, nuclear weapons in Ukraine appears to be broadening within Russia’s political and military-policy establishment. Public discussion now concerns not only whether such weapons could be used, but what might trigger use, what military or coercive purpose it would serve, and whether the result could be controlled.
The debate carried into this reporting period from remarks released on 30 August by Alexei Zhuravlev, first deputy chairman of the State Duma Defence Committee. He argued that Russia should use tactical nuclear weapons if necessary to force Ukraine to capitulate. The significance of his remarks is not that he controls nuclear forces—he does not—but that they prompted an unusually direct argument in Russian public discourse.
Other members of the same committee pushed back. Andrei Kolesnik said nobody intended to use nuclear weapons at present and linked any conceivable use to Western attacks comparable in power to a nuclear strike. Viktor Sobolev warned that destroying a Ukrainian city or district would not solve Russia’s military problem and could instead lead to full-scale war. Russian military commentators have separately discussed potential targets, the utility of a limited strike and thresholds involving direct NATO intervention.
The exchange also follows a longer-running argument among Russian policy figures. In July, Sergei Karaganov, honorary chairman of the Council on Foreign and Defence Policy, advocated renewed nuclear testing and argued for possible use under defined conditions. Such figures do not issue military orders, but their arguments help define what is treated as discussable in elite circles.
The disagreement matters. It shows that nuclear use is being examined as a policy problem rather than invoked only as a vague threat, but it also shows there is no settled consensus that limited use would be useful or controllable. A weapon labelled “tactical” would still break the nuclear taboo, invite an unpredictable Western response and create the possibility of rapid escalation beyond Ukraine.
Reporting immediately before this period, based on unnamed sources close to the Kremlin, said a growing number of Russian officials believed President Vladimir Putin might consider a tactical nuclear weapon as a last resort if Russia faced defeat. The same reporting stated that there were no signs of preparations for nuclear use.
That remains the central assessment. There is no evidence that Russia has decided to employ nuclear weapons or is making operational preparations to do so. No unusual movement of warheads from central storage, dispersal of relevant delivery units, change in nuclear alert status, command preparations or protective measures tied to an impending strike has been identified publicly. The decision would rest with the Russian president, not individual legislators or television commentators.
The rhetoric nevertheless raises longer-term risk. Repeated discussion can normalise the idea that nuclear escalation is usable for coercion, create pressure on Russian leaders to make threats credible, and encourage NATO to take precautions that Moscow may then portray as hostile preparation. The greatest danger would arise if a severe Russian battlefield reversal coincided with the belief that NATO was entering the war directly.
There are also restraints. Finnish President Alexander Stubb said on 31 August that Chinese Foreign Minister Wang Yi had privately assured him Beijing would act to prevent Russian nuclear use. That is Stubb’s account of a private exchange, not a public Chinese guarantee, but it is consistent with China’s interest in preventing a nuclear precedent, regional instability and damage to its international position.
Diplomacy also reopened a narrow channel this week. Putin said on 3 September that there was a chance of an agreement, and U.S. envoys Steve Witkoff and Jared Kushner subsequently visited Moscow and Kyiv. On 7 September, the Kremlin said it did not rule out renewed trilateral talks. No venue, date or breakthrough has been announced. The contact is risk-reducing, but it has not yet changed the military situation.
Zaporizhzhia Receives a Narrow Safety Window
The Zaporizhzhia Nuclear Power Plant remained dependent on emergency diesel generators at the alert time after losing its last off-site power connection on 20 August. This was the plant’s 26th loss of external power during the war.
After more than two weeks on generators, the plant reduced the number running from four to two to conserve fuel and began operating cooling pumps intermittently. The IAEA said the remaining diesel supply had fallen to little more than one week.
On 5 September, a seventh IAEA-brokered local ceasefire took effect. Following demining, Ukrainian technicians began repairing the damaged 330-kilovolt Ferosplavna-1 line, with IAEA personnel monitoring the work. Repairs were expected to conclude shortly, but restoration of external power had not been confirmed by 1 PM UTC.
All six reactors are in cold shutdown, reducing decay heat and allowing more time to respond than at an operating plant. Even so, prolonged loss of power can eventually compromise cooling of reactors and spent-fuel pools. A serious accident could generate competing claims of responsibility, public panic and demands for outside intervention, creating a political escalation pathway even if it were not a nuclear attack.
The local ceasefire is a modest positive indicator. It shows that Russia and Ukraine can still cooperate through an intermediary when a shared nuclear hazard becomes immediate. The repair must hold, fuel must remain available and a more reliable second power connection is still needed.
Competing Naval Nuclear Signals on the Korean Peninsula
North Korea commissioned its second 5,000-tonne Choe Hyon-class destroyer, the Kang Kon, on 6 September. Kim Jong Un said the ship would form part of the country’s “state nuclear response system”, although state media did not say that the vessel was carrying nuclear weapons. Its sister ship carries missiles that outside analysts assess as potentially nuclear-capable.
The statement gives North Korea’s surface fleet an explicit role in nuclear deterrence and may be intended to complicate U.S., South Korean and Japanese planning. An observable surface destroyer is less survivable than a ballistic-missile submarine, however, and a declared future role is not proof of an operational sea-based nuclear force. No warhead loading, nuclear alert change or unusual naval dispersal was confirmed.
The United States, South Korea and Japan began the scheduled Freedom Edge air and naval exercise on 7 September. Pyongyang presents its naval expansion as a response to such allied activity, while the three allies present their exercises as deterrence against North Korean missiles and nuclear forces. That action-and-reaction dynamic can sustain tension, but neither the scheduled exercise nor the commissioning ceremony indicates that a launch is imminent.
The IAEA also said enrichment facilities at Kangson and Yongbyon continued to operate. A new Yongbyon building photographed in June appeared to contain centrifuges, the five-megawatt reactor was probably continuing its seventh irradiation cycle, and the light-water reactor has operated since late April. These are signs of continuing material production and capacity for future arsenal growth, but not of an imminent decision to use a weapon.
On the other side of the peninsula, South Korea formally notified the IAEA that it wants to begin consultations under Article 14 of its safeguards agreement for a conventionally armed nuclear-powered submarine programme. Seoul has already provided relevant declarations. Article 14 establishes safeguards arrangements for nuclear material used in a non-proscribed military activity such as naval propulsion.
The programme would improve South Korea’s ability to remain submerged and track North Korean forces, potentially driving a wider undersea competition. Early consultation reduces uncertainty about the programme’s purpose; a robust final arrangement would make diversion of propulsion fuel harder.
Middle Eastern Safeguards Move in a More Positive Direction
Saudi Arabia is preparing provisions that could give the IAEA additional monitoring authority over sensitive activities under its civil nuclear agreement with the United States. The arrangement would cover uranium conversion and enrichment as well as reprocessing, according to the agency’s director general.
This is a partial answer to concern that the U.S.–Saudi agreement permits domestic enrichment without requiring Riyadh to adopt the IAEA Additional Protocol. The proposed measures may approach some of the protocol’s verification powers, but the text is not final and a bilateral arrangement is not yet a substitute for comprehensive, durable Additional Protocol access.
Stronger verification would reduce the risk that Iran’s unresolved programme prompts a regional competition in latent nuclear capability. The strategic effect will depend on whether inspectors receive timely access to all relevant facilities, material and records—not only the sites identified in advance.
Syria, meanwhile, cooperated with the IAEA to resolve a long-standing safeguards case. The agency confirmed that the site destroyed at Deir al-Zor in 2007 had been an undeclared gas-cooled, graphite-moderated reactor under construction. It also identified about 73 tonnes of natural uranium metal associated with the project, including 55 tonnes in fuel rods, and placed the material under containment and surveillance.
This finding confirms a serious historical violation, but it reduces present uncertainty. Natural uranium fuel is not weapons-grade material, and the verified material is now monitored. Syria’s disclosure therefore moves this particular issue away from proliferation risk rather than towards an immediate nuclear threat.
