DEFCON Warning System – Update 7/2/23

This is the DEFCON Warning System. Alert status for 9 P.M. UTC, Sunday, July 2nd, 2023.  Condition code is Green.  DEFCON 5.

There are currently no imminent nuclear threats at this time.

The United States has stopped sharing information with Russia on the status or locations of missiles and telemetry data for test launches that were required under the New START treaty. Meanwhile, the U.S. is to open its first diplomatic mission above the Arctic Circle, an area where Russia has made significant inroads.

The International Atomic Energy Agency states that Iran is only keeping a fraction of the commitments it made in the Non-Proliferation Treaty Comprehensive Safeguards Agreement.  Iran also claims to have developed a hypersonic missile.

Both the United States and Cuba have denied a report that China is going to build a spy base in Cuba.  However, the U.S. says that China has had a spy base in Cuba since 2019 and efforts to expand its intelligence gathering are ongoing.  Nevertheless, current and former U.S. officials claim that China and Cuba are indeed negotiating to establish a new joint military training facility on the island, sparking alarm in Washington that it could lead to the stationing of Chinese troops and other security and intelligence operations just 100 miles off Florida’s coast.  Cuba has also announced that it plans to pursue closer “technical-military” cooperation with Russia.

China has refused U.S. requests to re-establish military-to-military communications.

Russia deploys nuclear weapons in Belarus.  Poland has asked the U.S. to station nuclear weapons on its soil.  Belarus says it will not hesitate to use nuclear weapons in response to aggression against it.

United States says that the possibility of Russia using nuclear weapons in the Ukraine war is “real”. Russia says that it will not attack Ukraine fighter jets outside Ukraine territory.  Ukraine reports that Russia is gradually reducing the number of soldiers at the Zaporizhzhia nuclear plant.

The DEFCON Warning System assess that Russia will not take military action against the Zaporizhzhia nuclear plant as long as it occupies it.
